Background

The study was designed to amass and organize more and better information to develop national oral health policies. A focus of the study was to expand efforts in the pre-payment of oral health services to include experimentation with different modes of payment and delivery, with special attention to cost in relation to the quality and appropriateness of care to be delivered.

Impact

The report, Public Policy Options for Better Dental Health: Report of a Study, concluded that Americans have a significant unmet need for oral health care but that proven methods for preventing and reducing oral disease exist. In addition, the report concluded that well-designed public and private oral health insurance would be useful for achieving important oral health objectives.
