The Title V information system electronically captures data from annual Title V block grant applications and reports submitted by all 59 U.S. states, territories, and jurisdictions for programs funded under Title V of the Social Security Act and provides information on key measures and indicators of material and child health (MCH) in the United States. Information includes financial, program, measurement, and indicator data; state narratives; state MCH application and contact information; data summary reports; state needs assessments for the period 2005-1020; and state snapshots of maternal and child health. These proceedings discuss the establishment of guidelines for practicing dentists on dental care for children with mental retardation. This document defines mental retardation clinics and discusses their status and their legal basis.     This conference brought together participants in the oral health component of Children and Youth Projects, including project directors, representatives of government, associations and educational institutions, and consumers. These proceedings address the implications of Title V; comprehensive preschool health program reports; the benefits of Project PRESCAD; reactions of a pediatrician to dental programs; the private practitioner as a participant in publicly funded programs; principles of interagency relationships and joint planning efforts in oral health; Medicaid and oral health care; the American Dental Association (ADA) and federally funded programs; the ADA's emphasis on children; the role of the oral health service corporation at the national and state levels; and delivery of oral health services as seen by other disciplines within a project.     These proceedings were derived from two workshops that explored ways of strengthening the delivery of oral health services for children through the programs run by the U.S. Bureau of Child Health Services (BCHS). It includes papers on managing patient populations, developing comprehensive programs in rural areas, the design of dental facilities and the use of dental equipment, alternative methods of delivering services, managing staff and personnel, monitoring programs, and research on clinical programs. The proceedings also include a chapter containing guidelines for establishing or improving Title V dental programs for children.
